I found a nice new home for Oscar but the problem is I need to ship him there. What is the best way to do this? and Through what company??

In other words, would a 12x9x6 inch box be big enough for my lizard and the heat pack and such??

yes the 12 x 9 x 6 will be large enough.  get a snake bag and a heat pack and use shreded paper or shreded newspaper for packing material.
